C\u00e1ch ti\u1ebfp c\u1eadn n\u00e0y kh\u00f4ng ch\u1ec9 n\u00e2ng cao m\u1ee9c \u0111\u1ed9 h\u1ed9i nh\u1eadp m\u00e0 c\u00f2n t\u1ed1i \u01b0u h\u00f3a chi ph\u00ed th\u1ef1c hi\u1ec7n cam k\u1ebft kh\u00ed h\u1eadu, ph\u00f9 h\u1ee3p v\u1edbi xu h\u01b0\u1edbng v\u1eadn h\u00e0nh c\u1ee7a th\u1ecb tr\u01b0\u1eddng carbon to\u00e0n c\u1ea7u.<\/p>\n\n\n\n<p>Ngh\u1ecb \u0111\u1ecbnh ghi nh\u1eadn b\u01b0\u1edbc ti\u1ebfn quan tr\u1ecdng v\u1ec1 m\u1eb7t k\u1ef9 thu\u1eadt khi ch\u00ednh th\u1ee9c n\u1ed9i lu\u1eadt h\u00f3a c\u01a1 ch\u1ebf \u201c\u0111i\u1ec1u ch\u1ec9nh t\u01b0\u01a1ng \u1ee9ng\u201d (corresponding adjustment) \u2013 m\u1ed9t y\u00eau c\u1ea7u c\u1ed1t l\u00f5i trong qu\u1ea3n tr\u1ecb th\u1ecb tr\u01b0\u1eddng carbon qu\u1ed1c t\u1ebf. C\u01a1 ch\u1ebf n\u00e0y nh\u1eb1m b\u1ea3o \u0111\u1ea3m t\u00ednh minh b\u1ea1ch v\u00e0 ng\u0103n ng\u1eeba t\u00ecnh tr\u1ea1ng \u201ct\u00ednh hai l\u1ea7n\u201d k\u1ebft qu\u1ea3 gi\u1ea3m ph\u00e1t th\u1ea3i gi\u1eefa c\u00e1c qu\u1ed1c gia trong qu\u00e1 tr\u00ecnh chuy\u1ec3n giao t\u00edn ch\u1ec9. B\u00ean c\u1ea1nh \u0111\u00f3, ch\u00ednh s\u00e1ch m\u1edbi m\u1edf r\u1ed9ng \u0111\u00e1ng k\u1ec3 kh\u00f4ng gian tham gia th\u1ecb tr\u01b0\u1eddng th\u00f4ng qua vi\u1ec7c c\u00f4ng nh\u1eadn c\u00e1c ti\u00eau chu\u1ea9n c\u00e1c-bon qu\u1ed1c t\u1ebf \u0111\u1ed9c l\u1eadp. Quy \u0111\u1ecbnh n\u00e0y cho ph\u00e9p c\u00e1c d\u1ef1 \u00e1n trong n\u01b0\u1edbc ti\u1ebfp c\u1eadn \u0111a d\u1ea1ng ph\u01b0\u01a1ng ph\u00e1p t\u1ea1o t\u00edn ch\u1ec9 v\u00e0 linh ho\u1ea1t l\u1ef1a ch\u1ecdn \u0111\u1ed1i t\u00e1c, t\u1eeb \u0111\u00f3 gia t\u0103ng kh\u1ea3 n\u0103ng huy \u0111\u1ed9ng t\u00e0i ch\u00ednh kh\u00ed h\u1eadu v\u00e0 chuy\u1ec3n giao c\u00f4ng ngh\u1ec7. \u0110\u00e2y l\u00e0 \u0111i\u1ec3m m\u1edbi c\u00f3 \u00fd ngh\u0129a th\u1ef1c ti\u1ec5n cao, \u0111\u1eb7c bi\u1ec7t trong b\u1ed1i c\u1ea3nh nhu c\u1ea7u \u0111\u1ea7u t\u01b0 v\u00e0o c\u00e1c gi\u1ea3i ph\u00e1p gi\u1ea3m ph\u00e1t th\u1ea3i t\u1ea1i Vi\u1ec7t Nam \u0111ang gia t\u0103ng.<\/p>\n\n\n\n<p>M\u1ed9t \u0111i\u1ec3m \u0111\u00e1ng ch\u00fa \u00fd kh\u00e1c l\u00e0 c\u00e1ch ti\u1ebfp c\u1eadn ch\u00ednh s\u00e1ch theo h\u01b0\u1edbng c\u00e2n b\u1eb1ng gi\u1eefa h\u1ed9i nh\u1eadp qu\u1ed1c t\u1ebf v\u00e0 b\u1ea3o \u0111\u1ea3m l\u1ee3i \u00edch qu\u1ed1c gia. Vi\u1ec7c quy \u0111\u1ecbnh t\u1ef7 l\u1ec7 chuy\u1ec3n giao t\u00edn ch\u1ec9 (t\u1ed1i \u0111a 90% ho\u1eb7c 50% t\u00f9y l\u0129nh v\u1ef1c) cho th\u1ea5y Nh\u00e0 n\u01b0\u1edbc ch\u1ee7 \u0111\u1ed9ng ki\u1ec3m so\u00e1t ngu\u1ed3n l\u1ef1c carbon, \u0111\u1ed3ng th\u1eddi duy tr\u00ec d\u01b0 \u0111\u1ecba \u0111\u1ec3 th\u1ef1c hi\u1ec7n c\u00e1c m\u1ee5c ti\u00eau gi\u1ea3m ph\u00e1t th\u1ea3i trong n\u01b0\u1edbc. Song song v\u1edbi \u0111\u00f3, Ngh\u1ecb \u0111\u1ecbnh c\u0169ng l\u1ea7n \u0111\u1ea7u ti\u00ean l\u00e0m r\u00f5 c\u01a1 ch\u1ebf t\u00e0i ch\u00ednh \u0111\u1ed1i v\u1edbi t\u00edn ch\u1ec9 c\u00e1c-bon, \u0111\u1eb7c bi\u1ec7t trong c\u00e1c d\u1ef1 \u00e1n \u0111\u1ea7u t\u01b0 c\u00f4ng v\u00e0 \u0111\u1ed1i t\u00e1c c\u00f4ng t\u01b0 (PPP), qua \u0111\u00f3 t\u0103ng t\u00ednh minh b\u1ea1ch v\u00e0 t\u1ea1o \u0111\u1ed9ng l\u1ef1c kinh t\u1ebf r\u00f5 r\u00e0ng cho c\u00e1c ch\u1ee7 th\u1ec3 tham gia. Ngh\u1ecb \u0111\u1ecbnh s\u1ed1 112\/2026\/N\u0110-CP th\u1ec3 hi\u1ec7n t\u00ednh \u0111\u1ed9t ph\u00e1 tr\u00ean ba ph\u01b0\u01a1ng di\u1ec7n: ho\u00e0n thi\u1ec7n th\u1ec3 ch\u1ebf, th\u00fac \u0111\u1ea9y h\u1ed9i nh\u1eadp qu\u1ed1c t\u1ebf v\u00e0 k\u00edch ho\u1ea1t \u0111\u1ed9ng l\u1ef1c th\u1ecb tr\u01b0\u1eddng. Kh\u00f4ng ch\u1ec9 \u0111\u00f3ng vai tr\u00f2 l\u00e0 c\u00f4ng c\u1ee5 qu\u1ea3n l\u00fd, Ngh\u1ecb \u0111\u1ecbnh c\u00f2n m\u1edf ra kh\u00f4ng gian ch\u00ednh s\u00e1ch m\u1edbi nh\u1eb1m thu h\u00fat t\u00e0i ch\u00ednh kh\u00ed h\u1eadu, th\u00fac \u0111\u1ea9y \u0111\u1ed5i m\u1edbi c\u00f4ng ngh\u1ec7 xanh v\u00e0 n\u00e2ng cao v\u1ecb th\u1ebf c\u1ee7a Vi\u1ec7t Nam trong chu\u1ed7i gi\u00e1 tr\u1ecb carbon to\u00e0n c\u1ea7u. <\/p>\n\n\n\n<p><strong>\u0110\u1ecdc to\u00e0n v\u0103n Ngh\u1ecb \u0111\u1ecbnh t\u1ea1i: <a href=\"https:\/\/vanban.chinhphu.vn\/?pageid=27160&amp;docid=217414\">https:\/\/vanban.chinhphu.vn\/?pageid=27160&amp;docid=217414<\/a><\/strong><\/p>\n\n\n\n<p><strong>ENGLISH BELOW:<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>VIETNAM ISSUES DECREE NO. 112\/2026\/ND-CP ON INTERNATIONAL EXCHANGE OF GREENHOUSE GAS EMISSION REDUCTION RESULTS AND CARBON CREDITS<\/strong><\/h2>\n\n\n\n<p>The government has recently issued Decree No. 112\/2026\/ND-CP on the international exchange of greenhouse gas emission reduction results and carbon credits, marking a significant step in perfecting the legal framework for the carbon market in Vietnam. This document not only lays the foundation for participation in the international carbon market but also contributes to realizing emission reduction commitments under the Paris Agreement, thereby promoting the transition to a sustainable and integrated low-carbon economy.<\/p>\n\n\n\n<p>A key new feature of the Decree is the establishment, for the first time, of a comprehensive, synchronized, and highly operational regulatory system for the transfer of emission reduction results. The contents, from licensing and project registration to measurement, reporting, and verification (MRV) and credit recognition and transfer, are clearly standardized. This helps the Vietnamese carbon market transition from a pilot phase to official operation, while minimizing legal risks and increasing confidence among participants, especially businesses and international investors.<\/p>\n\n\n\n<p>Another significant breakthrough is the direct domestication of international cooperation mechanisms under Article 6 of the Paris Agreement (6.2 and 6.4). Through this, Vietnam can flexibly conduct transactions in both directions: exporting carbon credits to the international market and importing credits when necessary to meet national emission reduction targets. This approach not only enhances integration but also optimizes the cost of fulfilling climate commitments, aligning with the operational trends of the global carbon market.<\/p>\n\n\n\n<p>The Decree marks a significant technical step forward by officially domesticating the \u201ccorresponding adjustment\u201d mechanism \u2013 a core requirement in international carbon market governance. This mechanism aims to ensure transparency and prevent the \u201cdouble counting\u201d of emission reduction results between countries during the transfer of carbon credits. The inclusion of this regulation in the legal system not only demonstrates a higher level of compliance with international standards but also contributes to enhancing the environmental integrity and reliability of carbon credits issued by Vietnam in the global market. Furthermore, the new policy significantly expands market participation by recognizing independent international carbon standards. This regulation allows domestic projects to access diverse credit generation methods and flexibly choose partners, thereby increasing their ability to mobilize climate finance and technology transfer. This is a new development with high practical significance, especially in the context of the increasing demand for investment in emission reduction solutions in Vietnam.<\/p>\n\n\n\n<p>Another noteworthy point is the policy approach that balances international integration with safeguarding national interests. The regulation of carbon credit transfer rates (maximum 90% or 50% depending on the sector) demonstrates the State&#8217;s proactive control of carbon resources while maintaining room for achieving domestic emission reduction targets. Simultaneously, the Decree clarifies the financial mechanism for carbon credits, particularly in public investment projects and public-private partnerships (PPP), thereby increasing transparency and creating clear economic incentives for participating entities. Decree No. 112\/2026\/ND-CP represents a breakthrough in three aspects: institutional improvement, promotion of international integration, and activation of market dynamics.
