Green citizens are individuals who possess environmental awareness, values, and a sense of responsibility, and who engage in actions that protect the environment and conserve resources in both their personal and communal lives. They also participate in social and public activities for the environment, viewing themselves as agents in the sustainable transition process. The concept encompasses both individual dimensions (awareness, behavior) and socio-community dimensions (participation, cooperation), rather than being limited to “green living” at the personal level. To become a “green citizen,” one must practice “green behavior” – actions that are not universally defined but instead depend on the social, economic, cultural, and environmental governance contexts of specific localities and nations. This can be observed through examples related to food consumption, consumer practices, and waste and energy management across different regions of the world.

In Europe, green behavior in food consumption is standardized through the adoption of organic food. Consumers associate such products with health, environmental sustainability, and social responsibility, following high consumption standards. However, this practice can sometimes be exploited as a form of greenwashing – the use of claims, advertisements, or imagery to create the impression that an organization, product, or activity is more environmentally friendly than it truly is, without corresponding evidence or action. When companies market “organic” as a symbol of environmental responsibility, even though organic production may not be entirely “green” (consuming significant resources, emitting CO₂ during transcontinental transport, and creating inequitable access due to high prices), consumers may be misled by the “green label” rather than the actual environmental value of the product. Conversely, in many African and Asian countries, where organic food is expensive and less accessible, green behavior often manifests through the efficient use of available food sources, minimizing food waste, and prioritizing local products (FAO, 2019). Studies indicate that in low-income contexts, green food consumption behavior is closely linked to reducing waste and ensuring food security, rather than being an “exclusive” choice such as purchasing organic food. This demonstrates that even within the same domain of food consumption, green behaviors differ significantly between Europe and Asia or Africa.

Another common symbol of green citizenship behavior is the use of reusable fabric bags instead of single-use plastic ones. In Japan and many European countries, bringing a fabric bag when shopping is considered a responsible consumption practice that contributes to reducing plastic waste. Consumers believe that such small actions can collectively make a large positive impact on the environment. However, product life cycle assessments (LCA) have challenged this assumption. A study by the UK Environment Agency (2011) found that a cotton bag must be used at least 131 times to produce fewer greenhouse gas emissions than a single-use plastic bag. If consumers purchase fabric bags but discard them after only a few uses, the overall environmental impact can be even greater. In Brazil, campaigns promoting fabric bags have not achieved their intended effectiveness without accompanying consumer education and plastic waste management policies. This shows that using a fabric bag is not inherently a green act; its environmental benefit depends on the product’s life cycle and reuse rate.

Within the framework of green citizenship, practicing green behavior is considered an essential expression of individual environmental responsibility. A notable example can be found in countries with advanced environmental management systems such as Denmark, where waste sorting at the source (organic, plastic, glass, metal) is meticulously implemented. However, research indicates that the success of this system depends not only on individual awareness but also on the government’s coordinated investment in recycling infrastructure and waste treatment systems. Only when citizens trust that their sorting efforts are properly handled and bring genuine environmental value will such behavior be sustained. Waste sorting has thus become part of everyday life, reflecting collective responsibility and social trust in the green transition. In Vietnam, pilot programs for waste separation at source have been introduced in Hanoi and Ho Chi Minh City for several years but have yet to meet expectations. The main reason lies in the lack of synchronization between sorting and processing, which has led to public skepticism about the real value of such efforts. If Denmark’s experience were applied flexibly – combining awareness campaigns with investments in recycling infrastructure and ensuring transparency in waste treatment – waste sorting behavior could significantly contribute to a broader social green transition.

In the field of energy, the installation of residential solar systems is regarded as a green citizen behavior in Australia and many developed countries. According to Simpson and Clifton (2017), investment in renewable energy significantly reduces household carbon emissions while enhancing energy autonomy. Such behavior is often supported through financial incentives, green credit programs, and public awareness campaigns. However, the drawbacks of solar energy have also been acknowledged. Studies in the Middle East show that the production of solar panels consumes substantial energy and resources while generating industrial waste that is difficult to manage. The recycling of solar panels after their lifespan remains a major challenge, raising questions about whether solar energy is truly a “green” solution. Therefore, investing in solar power should be assessed within the context of product life cycle analysis and recycling mechanisms, rather than being uncritically regarded as a green act.

From these examples, a key argument emerges: green citizenship behavior is contextual and relative, depending on economic, social, cultural, and institutional conditions. The same behavior – such as consuming organic food, using fabric bags, sorting waste, or installing solar panels – may be considered “green” in one context but controversial or ineffective in another. This suggests that researchers, when constructing the concept and measurement scales of green citizenship, must carefully account for context-specific factors relevant to each country, region, or social group to ensure that green behaviors genuinely produce sustainable environmental outcomes.

References
Almeida, J., Silva, L., & Rocha, R.
