C\u1ee5 th\u1ec3, t\u1eeb n\u0103m 2028, bao b\u00ec s\u1ea3n xu\u1ea5t t\u1eeb nh\u1ef1a PE ho\u1eb7c PP ph\u1ea3i c\u00f3 \u00edt nh\u1ea5t 20% th\u00e0nh ph\u1ea7n nh\u1ef1a t\u00e1i ch\u1ebf. T\u1ef7 l\u1ec7 n\u00e0y s\u1ebd t\u0103ng l\u00ean 30% k\u1ec3 t\u1eeb n\u0103m 2030. \u0110i\u1ec1u n\u00e0y t\u1ea1o \u00e1p l\u1ef1c chuy\u1ec3n \u0111\u1ed5i m\u1ea1nh m\u1ebd cho c\u00e1c doanh nghi\u1ec7p s\u1ea3n xu\u1ea5t bao b\u00ec, \u0111\u1ed3ng th\u1eddi m\u1edf ra c\u01a1 h\u1ed9i ph\u00e1t tri\u1ec3n cho ng\u00e0nh c\u00f4ng nghi\u1ec7p t\u00e1i ch\u1ebf hi\u1ec7n \u0111\u1ea1i.<\/p>\n\n\n\n Th\u1ef1c t\u1ebf cho th\u1ea5y, m\u1ed7i ng\u00e0y H\u00e0 N\u1ed9i ph\u00e1t sinh trung b\u00ecnh kho\u1ea3ng 1.427 t\u1ea5n r\u00e1c th\u1ea3i nh\u1ef1a, trong \u0111\u00f3 h\u01a1n 60% l\u00e0 nh\u1ef1a d\u00f9ng m\u1ed9t l\u1ea7n v\u00e0 t\u00fai ni l\u00f4ng. Kh\u1ea3o s\u00e1t t\u1ea1i 48 si\u00eau th\u1ecb v\u00e0o n\u0103m 2021 cho th\u1ea5y, ch\u1ec9 trong m\u1ed9t ng\u00e0y, c\u00f3 kho\u1ea3ng 104.000 t\u00fai ni l\u00f4ng \u0111\u01b0\u1ee3c ph\u00e1t ra \u2013 t\u01b0\u01a1ng \u0111\u01b0\u01a1ng g\u1ea7n 38 tri\u1ec7u t\u00fai m\u1ed7i n\u0103m. \u0110\u00e1ng lo ng\u1ea1i, ph\u1ea7n l\u1edbn c\u00e1c s\u1ea3n ph\u1ea9m n\u00e0y ch\u1ec9 \u0111\u01b0\u1ee3c s\u1eed d\u1ee5ng m\u1ed9t l\u1ea7n r\u1ed3i b\u1ecb ch\u00f4n l\u1ea5p, g\u00e2y \u00e1p l\u1ef1c l\u1edbn l\u00ean h\u1ec7 th\u1ed1ng x\u1eed l\u00fd r\u00e1c v\u00e0 m\u00f4i tr\u01b0\u1eddng s\u1ed1ng.<\/p>\n\n\n\n \u0110\u1ec3 h\u1ed7 tr\u1ee3 qu\u00e1 tr\u00ecnh chuy\u1ec3n \u0111\u1ed5i, th\u00e0nh ph\u1ed1 s\u1ebd \u00e1p d\u1ee5ng c\u00e1c ch\u00ednh s\u00e1ch \u01b0u \u0111\u00e3i v\u1ec1 thu\u1ebf v\u00e0 k\u1ef9 thu\u1eadt cho doanh nghi\u1ec7p \u0111\u1ea7u t\u01b0 v\u00e0o c\u00f4ng ngh\u1ec7 t\u00e1i ch\u1ebf nh\u1ef1a hi\u1ec7n \u0111\u1ea1i. \u0110\u1ed3ng th\u1eddi, c\u00e1c t\u1ed5 ch\u1ee9c, c\u00e1 nh\u00e2n \u0111\u01b0\u1ee3c khuy\u1ebfn kh\u00edch chuy\u1ec3n \u0111\u1ed5i s\u1edbm sang s\u1eed d\u1ee5ng s\u1ea3n ph\u1ea9m th\u00e2n thi\u1ec7n m\u00f4i tr\u01b0\u1eddng. This is a strong step in the strategy to reduce plastic waste and move towards sustainable development that the city is vigorously implementing in the context of increasingly serious environmental pollution.<\/p>\n\n\n\n Faced with the alarming level of plastic waste, Hanoi has developed a specific roadmap to gradually eliminate the use of disposable plastic products and non-degradable plastic packaging in commerce, public services and daily consumption. Accordingly, from January 1, 2027, markets, supermarkets and convenience stores will not be allowed to provide non-degradable plastic bags to customers for free. The use of environmentally friendly packaging will become the new standard. In particular, from January 1, 2028, Hanoi will completely ban the use of non-degradable plastic bags and foam plastic boxes at food retail outlets such as markets, convenience stores and supermarkets. State agencies, socio-political organizations and public service providers are also required to replace plastic packaging with environmentally friendly products. At the same time, e-commerce businesses must be responsible for minimizing plastic packaging in transporting goods and implementing a mechanism to collect used packaging.<\/p>\n\n\n\n From 2031, Hanoi will prioritize stopping the production and import of single-use plastic products, except for those serving export or products with eco-labels. This is the next step to limit the source of non-degradable plastics, towards a sustainable circular economy.<\/p>\n\n\n\n In addition to the ban, the city also requires the proportion of recycled plastic in packaging. Specifically, from 2028, packaging made from PE or PP plastic must contain at least 20% recycled plastic. This proportion will increase to 30% from 2030. This creates strong pressure for packaging manufacturers to convert, while opening up development opportunities for the modern recycling industry.<\/p>\n\n\n\n In fact, Hanoi generates an average of 1,427 tons of plastic waste every day, of which more than 60% is disposable plastic and plastic bags. A survey of 48 supermarkets in 2021 found that in just one day, about 104,000 plastic bags were given out \u2013 equivalent to nearly 38 million bags per year. Worryingly, most of these products are used only once and then buried, putting great pressure on the waste treatment system and the living environment.<\/p>\n\n\n\n To support the transition, the city will apply preferential tax and technical policies for businesses investing in modern plastic recycling technology. At the same time, organizations and individuals are encouraged to switch to using environmentally friendly products early. Propaganda activities will also be promoted to raise public awareness and promote green consumption behavior.<\/p>\n\n\n\n The roadmap to eliminate plastic bags and non-degradable plastics in Hanoi is not only an administrative regulation, but also a strategic orientation for a green – clean – sustainable urban future.
