Ng\u00e0y nay, qu\u1ea3n tr\u1ecb nh\u00e2n l\u1ef1c xanh c\u00f3 vai tr\u00f2 quan tr\u1ecdng trong qu\u00e1 tr\u00ecnh chuy\u1ec3n \u0111\u1ed5i sinh th\u00e1i x\u00e3 h\u1ed9i, v\u01b0\u1ee3t ra ngo\u00e0i ph\u1ea1m vi qu\u1ea3n l\u00fd m\u00f4i tr\u01b0\u1eddng n\u1ed9i b\u1ed9 doanh nghi\u1ec7p \u0111\u1ec3 \u0111\u00f3ng g\u00f3p v\u00e0o nh\u1eefng thay \u0111\u1ed5i mang t\u00ednh h\u1ec7 th\u1ed1ng \u1edf c\u1ea5p \u0111\u1ed9 x\u00e3 h\u1ed9i r\u1ed9ng l\u1edbn h\u01a1n. Ngu\u1ed3n nh\u00e2n l\u1ef1c xanh, th\u00f4ng qua c\u00e1c th\u1ef1c h\u00e0nh nh\u01b0 tuy\u1ec3n d\u1ee5ng v\u00e0 l\u1ef1a ch\u1ecdn xanh, \u0111\u00e0o t\u1ea1o v\u00e0 ph\u00e1t tri\u1ec3n nh\u1eadn th\u1ee9c v\u1ec1 m\u00f4i tr\u01b0\u1eddng, qu\u1ea3n l\u00fd hi\u1ec7u su\u1ea5t v\u00e0 khen th\u01b0\u1edfng d\u1ef1a tr\u00ean ti\u00eau ch\u00ed xanh, v\u00e0 th\u00fac \u0111\u1ea9y s\u1ef1 tham gia c\u1ee7a nh\u00e2n vi\u00ean v\u00e0o c\u00e1c s\u00e1ng ki\u1ebfn m\u00f4i tr\u01b0\u1eddng (Renwick et al., 2013; Opatha &amp; Arulrajah, 2014), kh\u00f4ng ch\u1ec9 gi\u00fap doanh nghi\u1ec7p c\u1ea3i thi\u1ec7n k\u1ebft qu\u1ea3 ho\u1ea1t \u0111\u1ed9ng m\u00f4i tr\u01b0\u1eddng (Jabbour et al., 2019) m\u00e0 c\u00f2n g\u00f3p ph\u1ea7n h\u00ecnh th\u00e0nh m\u1ed9t &#8220;v\u0103n h\u00f3a t\u1ed5 ch\u1ee9c xanh&#8221; (Hooi et al., 2022). (H\u00ecnh 1).<\/p>\n\n\n\n<p>C\u00e1c qu\u1ed1c gia v\u00e0 t\u1ed5 ch\u1ee9c ng\u00e0y c\u00e0ng ch\u00fa tr\u1ecdng ph\u00e1t tri\u1ec3n ngu\u1ed3n nh\u00e2n l\u1ef1c c\u00f3 k\u1ef9 n\u0103ng xanh \u0111\u1ec3 \u0111\u00e1p \u1ee9ng y\u00eau c\u1ea7u c\u1ee7a n\u1ec1n kinh t\u1ebf xanh v\u00e0 c\u00e1c m\u1ee5c ti\u00eau ph\u00e1t tri\u1ec3n b\u1ec1n v\u1eefng (SDGs). Ch\u1eb3ng h\u1ea1n, c\u00e1c qu\u1ed1c gia OECD \u0111\u00e3 nh\u1ea5n m\u1ea1nh t\u1ea7m quan tr\u1ecdng c\u1ee7a vi\u1ec7c \u0111\u00e1nh gi\u00e1 v\u00e0 d\u1ef1 b\u00e1o nhu c\u1ea7u k\u1ef9 n\u0103ng cho qu\u00e1 tr\u00ecnh chuy\u1ec3n \u0111\u1ed5i xanh, bao g\u1ed3m c\u00e1c k\u1ef9 n\u0103ng c\u1ea7n thi\u1ebft trong l\u0129nh v\u1ef1c n\u0103ng l\u01b0\u1ee3ng t\u00e1i t\u1ea1o, hi\u1ec7u qu\u1ea3 n\u0103ng l\u01b0\u1ee3ng v\u00e0 kinh t\u1ebf tu\u1ea7n ho\u00e0n, \u0111\u00f2i h\u1ecfi s\u1ef1 \u0111i\u1ec1u ch\u1ec9nh trong ch\u00ednh s\u00e1ch nh\u00e2n l\u1ef1c v\u00e0 \u0111\u00e0o t\u1ea1o (OECD, 2023). Vi\u1ec7c x\u00e2y d\u1ef1ng m\u1ed9t l\u1ef1c l\u01b0\u1ee3ng lao \u0111\u1ed9ng c\u00f3 \u00fd th\u1ee9c v\u00e0 n\u0103ng l\u1ef1c <em>&#8220;xanh&#8221;<\/em> th\u00f4ng qua ngu\u1ed3n nh\u00e2n l\u1ef1c xanh l\u00e0 n\u1ec1n t\u1ea3ng quan tr\u1ecdng \u0111\u1ec3 c\u00e1c qu\u1ed1c gia \u0111\u1ea1t \u0111\u01b0\u1ee3c c\u00e1c m\u1ee5c ti\u00eau chuy\u1ec3n \u0111\u1ed5i n\u00e0y, \u0111\u1ea3m b\u1ea3o s\u1ef1 c\u00e2n b\u1eb1ng gi\u1eefa ph\u00e1t tri\u1ec3n kinh t\u1ebf, c\u00f4ng b\u1eb1ng x\u00e3 h\u1ed9i v\u00e0 b\u1ea3o v\u1ec7 m\u00f4i tr\u01b0\u1eddng cho c\u00e1c th\u1ebf h\u1ec7 t\u01b0\u01a1ng lai.<\/p>\n\n\n\n<p><strong>\u00dd ngh\u0129a v\u00e0 th\u00e1ch th\u1ee9c hi\u1ec7n nay trong qu\u00e1 tr\u00ecnh ph\u00e1t tri\u1ec3n ngu\u1ed3n nh\u00e2n l\u1ef1c xanh<\/strong><\/p>\n\n\n\n<p>Ph\u00e1t tri\u1ec3n ngu\u1ed3n nh\u00e2n l\u1ef1c xanh mang \u00fd ngh\u0129a chi\u1ebfn l\u01b0\u1ee3c \u0111\u1ed1i v\u1edbi Vi\u1ec7t Nam tr\u00ean nhi\u1ec1u ph\u01b0\u01a1ng di\u1ec7n.<\/p>\n\n\n\n<p>Th\u1ee9 nh\u1ea5t, \u0111\u00e2y l\u00e0 y\u1ebfu t\u1ed1 c\u1ed1t l\u00f5i \u0111\u1ec3 th\u1ef1c hi\u1ec7n th\u00e0nh c\u00f4ng Chi\u1ebfn l\u01b0\u1ee3c qu\u1ed1c gia v\u1ec1 t\u0103ng tr\u01b0\u1edfng xanh giai \u0111o\u1ea1n 2021-2030, t\u1ea7m nh\u00ecn 2050 v\u00e0 c\u00e1c M\u1ee5c ti\u00eau Ph\u00e1t tri\u1ec3n B\u1ec1n v\u1eefng (SDGs) m\u00e0 Vi\u1ec7t Nam \u0111\u00e3 cam k\u1ebft.<\/p>\n\n\n\n<p>Th\u1ee9 hai, ngu\u1ed3n nh\u00e2n l\u1ef1c xanh gi\u00fap c\u00e1c doanh nghi\u1ec7p Vi\u1ec7t Nam n\u00e2ng cao n\u0103ng l\u1ef1c c\u1ea1nh tranh v\u00e0 h\u1ed9i nh\u1eadp qu\u1ed1c t\u1ebf. Trong b\u1ed1i c\u1ea3nh c\u00e1c ti\u00eau chu\u1ea9n m\u00f4i tr\u01b0\u1eddng ng\u00e0y c\u00e0ng kh\u1eaft khe tr\u00ean th\u1ecb tr\u01b0\u1eddng to\u00e0n c\u1ea7u v\u00e0 trong c\u00e1c hi\u1ec7p \u0111\u1ecbnh th\u01b0\u01a1ng m\u1ea1i t\u1ef1 do th\u1ebf h\u1ec7 m\u1edbi (v\u00ed d\u1ee5 EVFTA, CPTPP), vi\u1ec7c s\u1edf h\u1eefu \u0111\u1ed9i ng\u0169 nh\u00e2n s\u1ef1 c\u00f3 kh\u1ea3 n\u0103ng tri\u1ec3n khai c\u00e1c th\u1ef1c h\u00e0nh s\u1ea3n xu\u1ea5t v\u00e0 qu\u1ea3n l\u00fd xanh l\u00e0 m\u1ed9t l\u1ee3i th\u1ebf. \u0110i\u1ec1u n\u00e0y kh\u00f4ng ch\u1ec9 gi\u00fap doanh nghi\u1ec7p tu\u00e2n th\u1ee7 quy \u0111\u1ecbnh m\u00e0 c\u00f2n x\u00e2y d\u1ef1ng \u0111\u01b0\u1ee3c h\u00ecnh \u1ea3nh th\u01b0\u01a1ng hi\u1ec7u c\u00f3 tr\u00e1ch nhi\u1ec7m, thu h\u00fat \u0111\u1ea7u t\u01b0 v\u00e0 m\u1edf r\u1ed9ng th\u1ecb tr\u01b0\u1eddng xu\u1ea5t kh\u1ea9u.<\/p>\n\n\n\n<p>Th\u1ee9 ba, ph\u00e1t tri\u1ec3n ngu\u1ed3n nh\u00e2n l\u1ef1c xanh kh\u00f4ng ch\u1ec9 l\u00e0 m\u1ed9t chi\u1ebfn l\u01b0\u1ee3c kinh doanh t\u1ea5t y\u1ebfu m\u00e0 c\u00f2n l\u00e0 minh ch\u1ee9ng c\u1ee5 th\u1ec3 cho tr\u00e1ch nhi\u1ec7m x\u00e3 h\u1ed9i doanh nghi\u1ec7p,\u00a0vi\u1ec7c doanh nghi\u1ec7p ch\u00fa tr\u1ecdng ph\u00e1t tri\u1ec3n ngu\u1ed3n nh\u00e2n l\u1ef1c xanh c\u0169ng gi\u00fap thu h\u00fat v\u00e0 gi\u1eef ch\u00e2n nh\u00e2n t\u00e0i, \u0111\u1eb7c bi\u1ec7t l\u00e0 nh\u1eefng ng\u01b0\u1eddi lao \u0111\u1ed9ng c\u00f3 tr\u00ecnh \u0111\u1ed9 cao v\u00e0 mong mu\u1ed1n l\u00e0m vi\u1ec7c cho c\u00e1c t\u1ed5 ch\u1ee9c c\u00f3 m\u1ee5c ti\u00eau ph\u00e1t tri\u1ec3n b\u1ec1n v\u1eefng. In the context of countries actively promoting green transformation, the need for a workforce with green, sustainable qualifications, skills and mindset is more urgent than ever. According to experts, investing in education and training of green human resources is not only an immediate requirement, but also a long-term strategy to ensure inclusive and sustainable growth in the future.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/neearth.org\/wp-content\/uploads\/2022\/08\/Banner-for-Board-of-Directors-resized-1024x683.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">Source: <a href=\"https:\/\/neearth.org\/events\/montclair-eco-fair-2023\/\">https:\/\/neearth.org\/events\/montclair-eco-fair-2023\/<\/a><\/figcaption><\/figure>\n\n\n\n<p>Green human resource management is the use of policies, practices and systems in an organization to create green employees for the benefit of individuals, groups, society, the natural environment and the organization. Researchers describe green human resource management differently, by taking the basis of different green concepts such as: Green marketing, green accounting, green retailing, green recruitment, green selection, green training, green performance management, green compensation system, green rewards, green management&#8230; are components of green human resource management to enhance green environmental behavior of employees, helping the organization operate sustainably (Gerhart and Fang, 2015; Ren et al., 2017; Masood, 2018).<\/p>\n\n\n\n<p>Green human resource management is of primary importance in achieving other goals such as (Nguyen Thi Tu Quyen, 2022): Developing a green lifestyle and creating a new, friendly environment, saving costs due to more efficient use of energy and water resources; Recruiting and managing talent, helping to retain employees and reduce labor turnover, stimulating employee innovation, helping employees achieve satisfaction to improve productivity; Building brand reputation, creating positive public relations, increasing revenue, bringing competitive advantages to businesses ( DN ) ; Increasing business opportunities when some governments, businesses, and non-profit organizations require businesses to meet green standards. Environmental performance will lead to operational efficiency and maintain business stability, improve productivity for businesses, help minimize environmental problems and increase financial efficiency. Today, green HRM plays an important role in the socio-ecological transformation, going beyond the scope of internal environmental management of enterprises to contribute to systemic changes at the broader societal level. Socio-ecological transformation, understood as a profound economic, social, political and cultural transformation to address environmental crises and promote sustainable development (Sievers-Glotzbach &amp; Tschersich, 2019; Can Tho University, 2022), requires changes in behavior, values and systems at many levels. Green human resources, through practices such as green recruitment and selection, environmental awareness training and development, green performance management and rewards, and promoting employee participation in environmental initiatives (Renwick et al., 2013; Opatha &amp; Arulrajah, 2014), not only help businesses improve their environmental performance (Jabbour et al., 2019) but also contribute to the formation of a \u201cgreen organizational culture\u201d (Hooi et al., 2022). This culture, when spread, can influence employees\u2019 environmental awareness and behavior in their daily lives, thereby contributing to changes in community awareness and action, a key element of socio-ecological transformation.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/www.researchgate.net\/profile\/Douglas-Renwick\/publication\/377179557\/figure\/fig1\/AS:11431281215995535@1704472022193\/Green-Competing-Values-Framework_W640.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\"><strong>Figure 1. Green HRM practices based on the AMO (Capacity \u2013 Motivation \u2013 Opportunity) model play a key role in developing green behaviors and values, thereby promoting sustainable green transformation in the organization. As shown in the diagram, GHRM practices are aligned with four types of organizational cultures \u2013 Family, Autonomy, Market, and Hierarchy \u2013 to stimulate specific factors such as creativity, knowledge sharing, promoting initiatives, or strengthening green processes. HRM is not only an operational tool but also a strategic driver, helping to transform green values into practical behaviors, engaging individuals in the organization\u2019s sustainable development goals , thereby forming green human resources . (Figure 1).<\/p>\n\n\n\n<p>Countries and organizations are increasingly focusing on developing human resources with green skills to meet the requirements of the green economy and the Sustainable Development Goals (SDGs). For example, OECD countries have emphasized the importance of assessing and forecasting skills needs for the green transition, including skills needed in the fields of renewable energy, energy efficiency and circular economy, which require adjustments in human resources and training policies (OECD, 2023). In developing countries such as India or Pakistan, <a>green human resource management <\/a>is considered a tool for businesses to meet international environmental standards, improve competitiveness and contribute to national sustainable development goals, although the implementation process still faces many challenges in terms of awareness and resources (Hossain &amp; Rahman, 2016; Kausar et al., 2023). In Europe, many countries with strong ecological transition strategies such as Germany with its \u201cEnergiewende\u201d (energy transition) or the Nordic countries with comprehensive sustainability policies, although not always directly naming green human resource management in national policies, have in fact promoted human resource management practices that prioritize green skills, environmental innovation and corporate social responsibility, thereby indirectly supporting the transition process (Schaefer et al., 2020; Swedish Government, 2022). The alignment of corporate environmental goals, driven by green human resources, with national sustainable development strategies and international agreements such as the Paris Agreement on climate change, shows that green human resources are not only a set of internal management policies but also a contributing factor to socio-ecological transformation efforts on a global scale. Building a <em>green- <\/em>conscious and competent workforce through green human resources is an important foundation for countries to achieve these transformation goals, ensuring a balance between economic development, social equity and environmental protection for future generations.<\/p>\n\n\n\n<p><strong>Current significance and challenges in the process of developing green human resources<\/strong><\/p>\n\n\n\n<p>Developing green human resources is of strategic significance to Vietnam in many aspects.<\/p>\n\n\n\n<p>Firstly, this is a core factor for the successful implementation of the National Strategy on Green Growth for the 2021-2030 period, with a vision to 2050, and the Sustainable Development Goals (SDGs) to which Vietnam has committed.<\/p>\n\n\n\n<p>\u00a0Second, green human resources help Vietnamese enterprises improve their competitiveness and international integration. In the context of increasingly strict environmental standards in the global market and in new-generation free trade agreements (e.g. EVFTA, CPTPP), having a team of employees capable of implementing green production and management practices is an advantage. This not only helps enterprises comply with regulations but also builds a responsible brand image, attracts investment and expands export markets.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Third, developing green human resources is not only an inevitable business strategy but also a concrete demonstration of corporate social responsibility.Enterprises focusing on developing green human resources also helps attract and retain talent, especially highly qualified workers who want to work for organizations with sustainable development goals. Green human resources, with skills and knowledge about sustainability, are the driving force that helps enterprises fulfill their commitments to reduce environmental impacts and promote inclusive growth. This not only improves operational efficiency but also affirms reputation, attracts investment and especially shapes the labor market.<\/p>\n\n\n\n<p>Typically in Vietnam, Vinamilk &#8211; a famous dairy company in Vietnam, established in 1976, has pioneered in investing in ecological farms and applying green technology in production. In 1976, Vinamilk was established under the name of Southern Milk &#8211; Coffee Company, taking over 3 milk factories: Thong Nhat, Truong Tho, and Dielac powdered milk. In 2003, the company began to equitize and changed its name to Vietnam Dairy Products Joint Stock Company (Vinamilk). This company began to &#8220;green&#8221; its human resources by setting out sustainable development plans, emphasizing these as key activities in the 5-year plan (2022 &#8211; 2026). Vinamilk has continuously invested in and developed green, sustainable practices from farm to factory. In its 2023 annual report, Vinamilk emphasized not only building a team of engineers and workers with knowledge of sustainable agriculture and effective waste treatment, but also continuously training employees on environmentally friendly production processes , which not only helps Vinamilk reduce emissions and use resources more efficiently, but also creates demand for new job positions , requiring specialized skills in high-tech agriculture and environmental management. The company has made impressive contributions such as: grass dryers using biogas energy (biogas taken from cow waste, through modern processing systems to produce fertilizer, gas and irrigation water ); the unit also successfully manufactured a clothes dryer running on biogas energy, with efficiency and operating quality equivalent to industrial dryers but still able to save more than 140,000 kWh\/year, equivalent to 274 million VND\/year. In addition, at the factory, the initiative <em>to design a cooling water recovery and reuse system will help save <\/em>up to 91,250 m3 of water in 2022. Specifically, the 15,000 liter\/h Past pasteurization system, on average, discharges about 250 m3 of cooling water per day. To avoid wasting water resources, the unit has researched and designed a complete water circulation model for reuse. One of the biggest challenges is the limited awareness of both businesses and workers about the importance of green skills and green human resources. Many businesses, especially small and medium-sized enterprises, still prioritize short-term economic goals and do not clearly see the benefits and are not ready to invest in green human resource training and development programs.<\/p>\n\n\n\n<p>\u00a0Developing green human resources is an urgent requirement and brings many great benefits to Vietnam in the context of moving towards green growth and sustainable development, is a key factor and strategic lever for the sustainable ecological transition process.
