Ngay sau H\u1ed9i ngh\u1ecb, Vi\u1ec7t Nam v\u00e0 Nh\u00f3m c\u00e1c \u0111\u1ed1i t\u00e1c qu\u1ed1c t\u1ebf (IPG) \u0111\u00e3 kh\u1edfi \u0111\u1ed9ng \u0111\u00e0m ph\u00e1n Tuy\u00ean b\u1ed1 JETP v\u00e0 th\u00f4ng qua v\u00e0o ng\u00e0y 14\/12\/2022, nh\u00e2n chuy\u1ebfn th\u0103m v\u00e0 l\u00e0m vi\u1ec7c c\u1ee7a Th\u1ee7 t\u01b0\u1edbng Ch\u00ednh ph\u1ee7 v\u00e0 \u0111o\u00e0n \u0111\u1ea1i bi\u1ec3u c\u1ea5p cao Vi\u1ec7t Nam t\u1ea1i V\u01b0\u01a1ng qu\u1ed1c B\u1ec9. Vi\u1ec7t Nam l\u00e0 n\u01b0\u1edbc th\u1ee9 3, sau Nam Phi v\u00e0 Indonesia th\u00f4ng qua JETP. \u0110\u1ebfn th\u1eddi \u0111i\u1ec3m hi\u1ec7n nay c\u00f3 th\u00eam Senegal tham gia \u0111\u00e0m ph\u00e1n JETP.<\/p>\n\n\n\n
Tuy\u00ean b\u1ed1 JETP nh\u1eb1m H\u1ed7 tr\u1ee3 Vi\u1ec7t Nam chuy\u1ec3n \u0111\u1ed5i c\u00e1c-bon th\u1ea5p v\u00e0 ch\u1ed1ng ch\u1ecbu v\u1edbi bi\u1ebfn \u0111\u1ed5i kh\u00ed h\u1eadu, \u0111\u1ea9y nhanh qu\u00e1 tr\u00ecnh chuy\u1ec3n \u0111\u1ed5i c\u00f4ng b\u1eb1ng v\u00e0 phi c\u00e1c-bon h\u00f3a h\u1ec7 th\u1ed1ng \u0111i\u1ec7n, \u0111\u1ed3ng th\u1eddi ph\u00e1t tri\u1ec3n c\u00e1c c\u01a1 h\u1ed9i kinh t\u1ebf m\u1edbi \u0111\u1ec3 h\u1ed7 tr\u1ee3 Vi\u1ec7t Nam chuy\u1ec3n \u0111\u1ed5i h\u01b0\u1edbng t\u1edbi t\u01b0\u01a1ng lai ph\u00e1t th\u1ea3i r\u00f2ng b\u1eb1ng \u201c0\u201d. Rapid economic growth has led to increasing energy demand, but also created great pressure on the environment. To meet this demand in a sustainable manner, Vietnam has begun to focus on the energy transition, with the aim of minimizing negative impacts on the environment and improving the quality of life of its people.<\/p>\n\n\n\n At the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26), Vietnam and nearly 150 countries committed to achieving net zero emissions by 2050. Immediately after the Conference, Vietnam and the International Partnership Group (IPG) initiated negotiations on the JETP Declaration and adopted it on December 14, 2022, during the visit and working session of the Prime Minister and a high-ranking Vietnamese delegation to the Kingdom of Belgium. Vietnam is the third country, after South Africa and Indonesia, to ratify JETP. Up to now, Senegal has also joined the JETP negotiations.<\/p>\n\n\n\n The JETP aims to support Vietnam\u2019s low-carbon and climate-resilient transition, accelerate the just transition and decarbonization of its power system, and develop new economic opportunities to support Vietnam\u2019s transition to a net-zero emissions future. Accordingly, IPG will mobilize an initial amount of at least USD 15.5 billion over the next 3-5 years to address Vietnam\u2019s just energy transition needs while remaining within the country\u2019s public and external debt framework.<\/p>\n\n\n\n To turn international commitments into specific regulations, the JETP Secretariat was established in Decision No. 845\/QD-TTg dated July 14, 2023 of the Prime Minister, as a working group to assist the Prime Minister – Head of the COP26 Steering Committee in coordinating and resolving tasks related to the JETP Declaration, and at the same time coordinate with the IPG in implementing the JETP Declaration. The Prime Minister also approved the Project for implementing the JETP Declaration. There are currently 4 working groups: the Synthesis Group, the Technology and Energy Group, the Finance Group, the Policy Institution and Investment Group, headed by 4 key ministries implementing JETP and hundreds of members.<\/p>\n\n\n\n At the same time, the JETP Implementation Policy Framework has also been identified. These are policy actions (legal documents, technical guidelines, strategies, plans, actions, etc.) that Vietnam needs to implement in the coming time to promote the equitable energy transition process. Currently, ministries and sectors have implemented them in their plans to develop policies and legal documents.<\/p>\n\n\n\n The policy framework for implementing JETP has also been identified. These are policy actions (legal documents, technical guidelines, strategies, plans, actions, etc.) that Vietnam needs to implement in the coming time to promote the equitable energy transition process. Currently, ministries and sectors have implemented them in their plans to develop policies and legal documents.<\/p>\n\n\n\n Regarding the specific financial plan, international partners committed to supporting 7.75 billion USD of public finance, through technical assistance or capital support, preferential finance with interest rates lower than market interest rates, and loans, guarantees, and equity contributions based on risk-based pricing.<\/p>\n\n\n\n In addition, the Glasgow Finance Alliance for Net Zero Emissions (GFANZ) has committed to supporting at least USD 7.75 billion in private finance. This finance depends on the ability to mobilize catalytic public finance sources, improvements in the legal framework, and the readiness of financially viable projects. Particularly for projects participating in JETP, banks in the GFANZ bloc have affirmed that this is a priority for Vietnam, so the commercial loan portion will have an additional guarantee for the investment bank. Due to the guarantee, being ahead of the times, and aiming for net zero emissions, the loan conditions and interest rates for these projects will also have their own incentives.<\/p>\n\n\n\n A just energy transition not only brings environmental benefits but also contributes to improving the quality of life of its people. By developing renewable energy, Vietnam can reduce air pollution and protect public health. At the same time, developing green energy projects will create many new job opportunities, especially for vulnerable communities, thereby helping to improve living conditions and increase social equity. Although Vietnam has made great progress in the energy transition, there are still many challenges to overcome. Problems such as limited investment, slow technology development and dependence on fossil fuels still exist. However, with support from international organizations and strong commitment from the Government, Vietnam has the prospect of building a more sustainable and equitable energy system in the future, contributing to the global sustainable development goals.<\/p>\n\n\n\n The push for a just energy transition in Vietnam is well underway and promises to bring many benefits to both the environment and society.
