V\u00ec v\u1eady, Vi\u1ec7t Nam c\u00f3 ti\u1ec1m n\u0103ng l\u1edbn v\u1ec1 n\u0103ng l\u01b0\u1ee3ng t\u00e1i t\u1ea1o, \u0111\u1eb7c bi\u1ec7t l\u00e0 n\u0103ng l\u01b0\u1ee3ng gi\u00f3, n\u0103ng l\u01b0\u1ee3ng m\u1eb7t tr\u1eddi do c\u00f3 v\u1ecb tr\u00ed \u0111\u1ecba l\u00fd thu\u1eadn l\u1ee3i. Ng\u00e0y nay, xu h\u01b0\u1edbng \u01b0u ti\u00ean n\u0103ng l\u01b0\u1ee3ng t\u00e1i t\u1ea1o d\u1ef1a tr\u00ean c\u00e1c ngu\u1ed3n n\u0103ng l\u01b0\u1ee3ng \u0111a d\u1ea1ng \u0111\u1ec3 t\u1ea1o ra m\u1ed9t h\u1ec7 th\u1ed1ng \u0111i\u1ec7n an to\u00e0n, an ninh, \u0111\u00e1ng tin c\u1eady v\u00e0 c\u00f3 h\u00e0m l\u01b0\u1ee3ng c\u00e1c bon th\u1ea5p. Trong m\u1ee5c 1, \u0111i\u1ec1u 5, Lu\u1eadt B\u1ea3o v\u1ec7 m\u00f4i tr\u01b0\u1eddng 2020 \u0111\u00e3 \u0111\u01b0\u1ee3c l\u1ed3ng gh\u00e9p ho\u1ea1t \u0111\u1ed9ng ph\u00e1t tri\u1ec3n n\u0103ng l\u01b0\u1ee3ng s\u1ea1ch v\u00e0 n\u0103ng l\u01b0\u1ee3ng t\u00e1i t\u1ea1o l\u00e0 m\u1ed9t trong nh\u1eefng ch\u00ednh s\u00e1ch c\u1ee7a Nh\u00e0 n\u01b0\u1edbc Vi\u1ec7t Nam \u0111\u1ec3 b\u1ea3o v\u1ec7 m\u00f4i tr\u01b0\u1eddng.       Potential for Renewable Energy Development in Vietnam: Some Policy Implications<\/strong><\/h2>\n\n\n\n

      Currently, Vietnamese state legal documents still do not have an official concept of clean energy. In 2014, renewable energy was defined as \u201cenergy exploited from water, wind, sunlight, geothermal heat, ocean waves, biofuels and other renewable energy resources\u201d as stipulated in Clause 1, Article 43 of the Law on Environmental Protection 2014, but by 2020, the Law on Environmental Protection No. 72\/2020\/QH14 of the National Assembly no longer mentioned this concept in the document. The new Law on Environmental Protection 2020 emphasizes the development of renewable energy in State policies in Article 5.<\/p>\n\n\n\n

      In the context of climate change and risks in energy security, factors such as energy demand, production and use have become urgent for every country around the world, not only in Vietnam. In Vietnam, Resolution No. 55-NQ\/TW dated February 11, 2020 of the Politburo on the orientation of Vietnam’s National Energy Development Strategy to 2030, with a vision to 2045, affirms the priority viewpoint of developing energy quickly and sustainably, one step ahead, associated with protecting the ecological environment, ensuring national defense and security, and achieving progress and social justice, which is of particular importance. In fact, the demand for energy consumption has a relatively rapid growth rate, in which final energy consumption in the period 2016-2020 increased by an average of about 6.8%\/year; The proportion of electricity consumption in the structure of total final energy consumption also increased from 25.7% in 2015 to 28.4% in 2020. Power Master Plan VIII forecasts that commercial electricity will maintain an increase of about 8.7% per year in the period from 2021 to 2030, with electricity production expected to reach about 378.3 billion kWh in 2025 and about 567 billion kWh in 2030 (Statistical Yearbook 2021). Meanwhile, Vietnam’s economic development still relies mainly on energy-intensive industries, reserves and production of coal, oil, and natural gas have been decreasing every year; large and medium hydropower sources have been exploited to their full potential. That has led to challenges in energy security for Vietnam. In addition, the commitment to a roadmap towards net zero emissions under the Paris Agreement (PA) within the framework of the United Nations Framework Convention on Climate Change (UNFCCC) has opened up the need for energy transition. That is, energy transition from traditional forms such as fossil energy to renewable forms such as solar energy, wind energy, wave energy, geothermal energy, and biomass energy. Developing renewable energy is an important solution to reduce greenhouse gas emissions in response to the climate change that is happening globally.<\/p>\n\n\n\n

      Vietnam has a coastline of more than 3,260 km, with an average wind speed of 7 m\/s. Many provinces such as the Central Highlands, the South and the South Central Coast have high solar radiation. Therefore, Vietnam has great potential for renewable energy, especially wind energy and solar energy due to its favorable geographical location. However, before 2015, renewable energy sources (wind, solar) in Vietnam were almost non-existent, although there was a development orientation before 2010, but because of the low renewable energy price policy and high costs, there was no production, operation and demand. The policies and strategies for renewable energy development have been identified early: hydropower development since the 2000s, wind power development since 2010, in 2015 the Prime Minister issued Decision No. 2068\/QD-TTg dated November 25, 2015 approving Vietnam’s Renewable Energy Development Strategy to 2030, with a vision to 2050, especially the Politburo issued Resolution No. 55-NQ\/TW dated February 11, 2020 on the orientation of Vietnam’s National Energy Development Strategy to 2030, with a vision to 2045 and the Government’s Action Program to implement Resolution No. 55 – NQ\/TW (Resolution No. 140\/NQ-CP dated October 2, 2020)… have been issued to ensure both sustainable and comprehensive economic development and energy security.<\/p>\n\n\n\n

      Nowadays, the trend of prioritizing renewable energy is based on diverse energy sources to create a safe, secure, reliable and low-carbon power system. Renewable energy has only really developed in recent years since the issuance of the revised Power Plan VII (in Decision No. 428\/QD-TTg, dated March 18, 2016 on Approving the adjustment of the National Power Development Plan for the period 2011 – 2020 with a vision to 2030 ) and the Strategy for Renewable Energy Development of Vietnam to 2030, with a vision to 2050 (Decision No. 2068\/QD-TTg dated November 25, 2015). In Section 1, Article 5, the Law on Environmental Protection 2020 has integrated clean energy and renewable energy development activities as one of the policies of the Vietnamese State to protect the environment. Recently, Vietnam has focused on prioritizing support and encouragement for private enterprises, businesses, and households to use renewable energy through policies and legal documents in Section 7, Article 65 of the 2020 Law on Environmental Protection. According to Section 2, Article 141 of the Law on Environmental Protection on incentives and support for environmental protection, clean energy production is part of business investment activities that are given incentives and support. In addition, the Government has also issued decisions such as: Decision 11\/2017\/QD-TTg, Decision 13\/2020\/QD-TTg of the Prime Minister on the mechanism to encourage the development of solar power in Vietnam; Decision 37\/2011\/QD-TTg, Decision 39\/2018\/QD-TTg on the mechanism to support the development of wind power projects in Vietnam.<\/p>\n\n\n\n

      The State also has preferential policies on energy prices :<\/p>\n\n\n\n

      1. Wind energy: According to Decision No. 39\/2018\/QD-TTg, dated September 10, 2018, of the Prime Minister, on “Amending and supplementing a number of articles of Decision No. 37\/2011\/QD-TTg, dated June 29, 2011 of the Prime Minister on the mechanism to support the development of wind power projects in Vietnam”, it is stipulated that private investors have more favorable conditions when the electricity price increases from 7.8UScent\/kWh to 8.5USScent\/kWh for onshore projects; officially applying the price of 9.8USScent\/kWh for offshore projects;<\/li>\n\n\n\n
      2. Biomass energy: According to Decision No. 08\/2020\/QD-TTg, dated March 5, 2020, of the Prime Minister, on “Amending and supplementing a number of articles of Decision No. 24\/2014\/QD-TTg dated March 24, 2014 of the Prime Minister on the mechanism to support the development of biomass power projects in Vietnam”, it is stipulated that the electricity buyer (EVN Group) is obliged to purchase all electricity under a non-negotiated contract with electricity prices according to 2 main types of biomass: cogeneration of heat and electricity (5.8 US cents\/kWh) and avoided costs according to the price of imported coal-fired thermal power (about 7.5 US cents\/kWh applied to the Southern region).<\/li>\n\n\n\n
      3. Waste-to-energy: Decision No. 31\/2014\/QD-TTg, dated May 5, 2014, of the Prime Minister, \u201cOn the mechanism to support the development of power generation projects using solid waste in Vietnam\u201d stipulates priority and support for waste-to-energy according to two types of technology: landfilling to recover methane gas and incineration to ensure environmental hygiene with prices of 7.28 UScent\/kWh and 10.05 UScent\/kWh, respectively.<\/li>\n\n\n\n
      4. Solar power: According to Decision No. 11\/2017\/QD-TTg, dated April 11, 2017, of the Prime Minister, “On the mechanism to encourage the development of solar power projects in Vietnam”, the price support level is quite high (9.35 US cents\/kWh); at the same time, it creates conditions for investment and development of rooftop power projects in addition to ground-mounted or grid-connected solar power.<\/li>\n<\/ol>\n\n\n\n

        In general, using clean energy can ensure a sustainable, low-risk and affordable energy future, especially with the potential to reduce greenhouse gas emissions. Renewable energy can be exploited everywhere. Using renewable energy also has its own advantages in protecting the environment, for example, wind energy takes up very little space; using biomass energy from agricultural and industrial waste helps reduce landfills, developing crops that provide biomass energy also increases oxygen, reducing CO2 for <\/sub>the environment. However, infrastructure in Vietnam is not yet synchronized with the scale of development, technology transfer and storage of clean energy, leading to the situation where investors have to spend large amounts of capital to invest in initial infrastructure (roads, electricity, water lines, etc.). The cost of investing in the construction of the power supply system is still high, so the investment decision is always considered and reviewed first. To address this issue, an example in the study by Bui Thi Thuy Linh and Le Son Tung (2024) showed that Vietnam has applied FiT prices to attract investors and people with reasonable prices. In addition, the investment process is complicated because the State has not issued a master plan for renewable energy development, there is no roadmap for retail prices of electricity generated from renewable energy; publicity and transparency in the production, distribution and transmission of electricity have not been focused on.<\/p>\n\n\n\n

        Thus, in the future, as the population continues to grow, the increasing demand for energy and the increased familiarity with clean energy sources will be the answer to providing sustainable energy solutions while protecting against the effects of climate change.<\/p>\n\n\n\n
