Theo T\u1ed5 ch\u1ee9c ti\u00eau chu\u1ea9n qu\u1ed1c t\u1ebf ISO, nh\u00e3n xanh l\u00e0 s\u1ef1 kh\u1eb3ng \u0111\u1ecbnh, bi\u1ec3u th\u1ecb thu\u1ed9c t\u00ednh m\u00f4i tr\u01b0\u1eddng c\u1ee7a s\u1ea3n ph\u1ea9m ho\u1eb7c d\u1ecbch v\u1ee5 c\u00f3 th\u1ec3 d\u01b0\u1edbi d\u1ea1ng m\u1ed9t b\u1ea3n c\u00f4ng b\u1ed1, bi\u1ec3u t\u01b0\u1ee3ng ho\u1eb7c bi\u1ec3u \u0111\u1ed3 tr\u00ean s\u1ea3n ph\u1ea9m ho\u1eb7c nh\u00e3n bao g\u00f3i, trong t\u00e0i li\u1ec7u v\u1ec1 s\u1ea3n ph\u1ea9m, t\u1ea1p ch\u00ed, k\u1ef9 thu\u1eadt, v\u00e0 c\u00e1c h\u00ecnh th\u1ee9c qu\u1ea3ng c\u00e1o kh\u00e1c. Ngh\u1ecb \u0111\u1ecbnh s\u1ed1 08\/2022\/N\u0110-CP quy \u0111\u1ecbnh v\u1ec1 s\u1ea3n ph\u1ea9m th\u00e2n thi\u1ec7n v\u1edbi m\u00f4i tr\u01b0\u1eddng, h\u1ed3 s\u01a1, tr\u00ecnh t\u1ef1, th\u1ee7 t\u1ee5c ch\u1ee9ng nh\u1eadn nh\u00e3n sinh th\u00e1i Vi\u1ec7t Nam.<\/p>\n\n\n\n
Ng\u00e0y 01\/10\/2021, Ch\u00ednh ph\u1ee7 \u0111\u00e3 ban h\u00e0nh Quy\u1ebft \u0111\u1ecbnh s\u1ed1 1658\/Q\u0110-TTg ph\u00ea duy\u1ec7t Chi\u1ebfn l\u01b0\u1ee3c qu\u1ed1c gia v\u1ec1 t\u0103ng tr\u01b0\u1edfng xanh giai \u0111o\u1ea1n 2021-2030 t\u1ea7m nh\u00ecn 2050; B\u1ed9 X\u00e2y d\u1ef1ng \u0111\u00e3 ban h\u00e0nh K\u1ebf ho\u1ea1ch h\u00e0nh \u0111\u1ed9ng c\u1ee7a ng\u00e0nh X\u00e2y d\u1ef1ng \u1ee9ng ph\u00f3 v\u1edbi bi\u1ebfn \u0111\u1ed5i kh\u00ed h\u1eadu giai \u0111o\u1ea1n 2021 – 2030 t\u1ea7m nh\u00ecn \u0111\u1ebfn n\u0103m 2050 th\u1ef1c hi\u1ec7n cam k\u1ebft c\u1ee7a Th\u1ee7 t\u01b0\u1edbng Ch\u00ednh ph\u1ee7 t\u1ea1i H\u1ed9i ngh\u1ecb c\u00e1c b\u00ean li\u00ean quan tham gia C\u00f4ng \u01b0\u1edbc khung c\u1ee7a Li\u00ean H\u1ee3p Qu\u1ed1c l\u1ea7n th\u1ee9 26 (COP 26). Theo \u0111\u00f3, khai th\u00e1c v\u00e0 s\u1ea3n xu\u1ea5t VLXD l\u00e0 m\u1ed9t trong ba l\u0129nh v\u1ef1c ch\u1ee7 y\u1ebfu c\u1ee7a ng\u00e0nh X\u00e2y d\u1ef1ng c\u00f3 ti\u1ec1m n\u0103ng, l\u1ee3i th\u1ebf \u0111\u00f3ng g\u00f3p v\u00e0o k\u1ebf ho\u1ea1ch \u1ee9ng ph\u00f3 bi\u1ebfn \u0111\u1ed5i kh\u00ed h\u1eadu, gi\u1ea3m ph\u00e1t th\u1ea3i kh\u00ed nh\u00e0 k\u00ednh. M\u1ee5c ti\u00eau gi\u1ea3m nh\u1eb9 ph\u00e1t th\u1ea3i kh\u00ed nh\u00e0 k\u00ednh t\u1ed1i thi\u1ec3u giai \u0111o\u1ea1n \u0111\u1ebfn n\u0103m 2030 c\u1ee7a ng\u00e0nh X\u00e2y d\u1ef1ng l\u00e0 74,3 tri\u1ec7u t\u1ea5n CO2 t\u01b0\u01a1ng \u0111\u01b0\u01a1ng (CO2t\u0111). \u0110\u1ebfn n\u0103m 2025 ho\u00e0n th\u00e0nh vi\u1ec7c x\u00e2y d\u1ef1ng b\u1ed9 ti\u00eau ch\u00ed v\u00e0 quy tr\u00ecnh \u0111\u00e1nh gi\u00e1, c\u00f4ng nh\u1eadn khu \u0111\u00f4 th\u1ecb xanh, khu \u0111\u00f4 th\u1ecb ph\u00e1t th\u1ea3i c\u00e1c-bon th\u1ea5p. \u0110\u1ebfn n\u0103m 2030, \u00edt nh\u1ea5t 25% khu \u0111\u00f4 th\u1ecb m\u1edbi \u0111\u1ea1t ti\u00eau ch\u00ed khu \u0111\u00f4 th\u1ecb xanh, ph\u00e1t th\u1ea3i c\u00e1c-bon th\u1ea5p. 100% c\u00f4ng tr\u00ecnh \u0111\u1ea7u t\u01b0 m\u1edbi v\u00e0 c\u00e1c c\u00f4ng tr\u00ecnh s\u1eeda ch\u1eefa c\u1ea3i t\u1ea1o ph\u1ea3i tu\u00e2n th\u1ee7 quy chu\u1ea9n, ti\u00eau chu\u1ea9n v\u1ec1 s\u1eed d\u1ee5ng n\u0103ng l\u01b0\u1ee3ng ti\u1ebft ki\u1ec7m hi\u1ec7u qu\u1ea3. Ban h\u00e0nh c\u01a1 ch\u1ebf khuy\u1ebfn kh\u00edch ph\u00e1t tri\u1ec3n c\u00f4ng tr\u00ecnh xanh, khu \u0111\u00f4 th\u1ecb\/\u0111\u00f4 th\u1ecb xanh, khu \u0111\u00f4 th\u1ecb\/\u0111\u00f4 th\u1ecb ph\u00e1t th\u1ea3i cacbon th\u1ea5p. Th\u00fac \u0111\u1ea9y s\u1ea3n xu\u1ea5t c\u00e1c s\u1ea3n ph\u1ea9m v\u1eadt li\u1ec7u x\u00e2y d\u1ef1ng xanh. Ho\u00e0n thi\u1ec7n x\u00e2y d\u1ef1ng ti\u00eau ch\u00ed s\u1ea3n ph\u1ea9m xanh cho c\u00e1c s\u1ea3n ph\u1ea9m v\u1eadt li\u1ec7u x\u00e2y d\u1ef1ng ch\u1ee7 y\u1ebfu. \u0110\u1ebfn n\u0103m 2030, 25% c\u00e1c VLXD ch\u1ee7 y\u1ebfu s\u1ea3n xu\u1ea5t trong n\u01b0\u1edbc \u0111\u01b0\u1ee3c ch\u1ee9ng nh\u1eadn s\u1ea3n ph\u1ea9m xanh. Giai \u0111o\u1ea1n 2031 – 2050 ph\u1ea3i \u0111\u1ea1t m\u1ed9t s\u1ed1 m\u1ee5c ti\u00eau c\u1ee5 th\u1ec3 nh\u01b0: Ph\u00e1t tri\u1ec3n r\u1ed9ng r\u00e3i v\u1eadt li\u1ec7u x\u00e2y d\u1ef1ng, c\u00f4ng tr\u00ecnh x\u00e2y d\u1ef1ng, h\u1ea1 t\u1ea7ng k\u1ef9 thu\u1eadt, \u0111\u00f4 th\u1ecb theo h\u01b0\u1edbng xanh, ph\u00e1t th\u1ea3i c\u00e1c-bon th\u1ea5p, th\u00edch \u1ee9ng v\u1edbi bi\u1ebfn \u0111\u1ed5i kh\u00ed h\u1eadu. M\u1ee5c ti\u00eau \u0111\u1ebfn n\u0103m 2050, \u00edt nh\u1ea5t 50% khu \u0111\u00f4 th\u1ecb m\u1edbi, 10% \u0111\u00f4 th\u1ecb \u0111\u1ea1t ti\u00eau ch\u00ed \u0111\u00f4 th\u1ecb xanh, ph\u00e1t th\u1ea3i c\u00e1c-bon th\u1ea5p. Tr\u00ean 50% c\u00f4ng tr\u00ecnh c\u00f3 v\u1ed1n \u0111\u1ea7u t\u01b0 c\u00f4ng \u0111\u1ea1t ti\u00eau ch\u00ed c\u00f4ng tr\u00ecnh xanh. <\/p>\n\n\n\n
Ng\u00e0y 22\/7\/2022, Ch\u00ednh ph\u1ee7 \u0111\u00e3 ban h\u00e0nh Quy\u1ebft \u0111\u1ecbnh 882\/Q\u0110-TTg ph\u00ea duy\u1ec7t K\u1ebf ho\u1ea1ch h\u00e0nh \u0111\u1ed9ng qu\u1ed1c gia v\u1ec1 t\u0103ng tr\u01b0\u1edfng xanh giai \u0111o\u1ea1n 2021 \u2013 2030, giao c\u00e1c n\u1ed9i dung c\u00f4ng vi\u1ec7c c\u1ee5 th\u1ec3 cho t\u1eebng b\u1ed9, ng\u00e0nh. Ch\u00ednh ph\u1ee7 c\u0169ng \u0111\u00e3 ban h\u00e0nh Chi\u1ebfn l\u01b0\u1ee3c ph\u00e1t tri\u1ec3n VLXD Vi\u1ec7t Nam th\u1eddi k\u1ef3 2021 -2030 \u0111\u1ecbnh h\u01b0\u1edbng \u0111\u1ebfn 2050. Theo \u0111\u00f3, B\u1ed9 X\u00e2y d\u1ef1ng s\u1ebd ch\u1ee7 tr\u00ec, ph\u1ed1i h\u1ee3p v\u1edbi c\u00e1c c\u01a1 quan li\u00ean quan nghi\u00ean c\u1ee9u, ph\u00e1t tri\u1ec3n c\u00e1c lo\u1ea1i VLXD m\u1edbi th\u00e2n thi\u1ec7n m\u00f4i tr\u01b0\u1eddng.<\/p>\n\n\n\n
Ch\u01b0\u01a1ng tr\u00ecnh c\u1ea5p nh\u00e3n sinh th\u00e1i c\u1ee7a Vi\u1ec7t Nam (Nh\u00e3n xanh Vi\u1ec7t Nam) \u0111\u01b0\u1ee3c B\u1ed9 tr\u01b0\u1edfng B\u1ed9 TN&MT t\u1ea1i Quy\u1ebft \u0111\u1ecbnh s\u1ed1 253\/Q\u0110-BTNMT ng\u00e0y 05\/3\/2009 v\u00e0 Th\u00f4ng t\u01b0 s\u1ed1 41\/2013\/TT-BTNMT quy \u0111\u1ecbnh tr\u00ecnh t\u1ef1, th\u1ee7 t\u1ee5c, ch\u1ee9ng nh\u1eadn nh\u00e3n sinh th\u00e1i cho s\u1ea3n ph\u1ea9m th\u00e2n thi\u1ec7n v\u1edbi m\u00f4i tr\u01b0\u1eddng. Hi\u1ec7n nay ch\u01b0\u01a1ng tr\u00ecnh Nh\u00e3n Xanh Vi\u1ec7t Nam \u0111\u00e3 x\u00e2y d\u1ef1ng \u0111\u01b0\u1ee3c 17 b\u1ed9 ti\u00eau ch\u00ed cho c\u00e1c nh\u00f3m s\u1ea3n ph\u1ea9m kh\u00e1c nhau. B\u00ean c\u1ea1nh \u0111\u00f3, c\u00e1c nh\u00e0 khoa h\u1ecdc trong v\u00e0 ngo\u00e0i n\u01b0\u1edbc c\u0169ng \u0111ang t\u00edch c\u1ef1c nghi\u00ean c\u1ee9u, ph\u00e1t tri\u1ec3n v\u1eadt li\u1ec7u xanh:<\/p>\n\n\n\n

To minimize environmental pollution, the demand for green materials is a trend that the construction materials industry is aiming for. To encourage the transition to green materials, the Government has issued the following policies:<\/p>\n\n\n\n The State has issued a policy on green labels. According to the International Organization for Standardization ISO, a green label is an assertion and representation of the environmental attributes of a product or service, which can be in the form of a declaration, symbol, or chart on the product or packaging label. in product literature, magazines, technical articles, and other forms of advertising. Based on ISO international standards, green labels (eco-labels) are divided into three types, referred to as type I, type II, and type III with specific requirements stated in standards ISO 14024:1999, ISO 14021:1999, ISO 14025:2000.<\/p>\n\n\n\n Environmental Protection Law No. 72\/2020\/QH14 stipulates that environmentally friendly products are products made from environmentally friendly raw materials, materials, production technology, and management, reducing consumer impacts harmful to the environment during use and disposal, ensuring safety for the environment and human health and certified or recognized by a competent authority; Vietnam eco-label is a label certified by a competent Vietnamese agency for environmentally friendly products; Vietnam recognizes environmentally friendly products and services that have been certified by international organizations and countries that have signed mutual recognition agreements with Vietnam.<\/p>\n\n\n\n Decree No. 08\/2022\/ND-CP regulates environmentally friendly products, documents, orders, and procedures for certifying Vietnamese eco-labels.<\/p>\n\n\n\n On October 1, 2021, the Government issued Decision No. 1658\/QD-TTg approving the National Strategy on Green Growth for the period 2021-2030 with a vision to 2050; The Ministry of Construction has issued the Construction Industry Action Plan to respond to climate change for the period 2021 – 2030 with a vision to 2050 to implement the Prime Minister’s commitment at the Conference of relevant parties participating in the Construction Industry 26th United Nations Framework Convention (COP 26). Accordingly, exploitation and production of construction materials is one of three main areas of the Construction industry with potential and advantages to contribute to climate change response plans and reduce greenhouse gas emissions. The Construction industry’s target for minimizing greenhouse gas emissions by 2030 is 74.3 million tons of CO2 equivalent (CO2td). By 2025, complete the development of a set of criteria and procedures for evaluating and recognizing green urban areas and low-carbon urban areas. By 2030, at least 25% of new urban areas will meet the criteria of green urban areas with low carbon emissions. 100% of new investment projects and repair and renovation projects must comply with regulations and standards on efficient energy use. Promulgate a mechanism to encourage the development of green buildings, urban areas\/green urban areas, and urban areas\/urban areas with low carbon emissions. Promote the production of green building materials products. Complete the development of green product criteria for major construction material products. By 2030, 25% of mainly domestically produced construction materials will be certified green products. The period 2031 – 2050 must achieve several specific goals such as: Widely developing construction materials, construction works, technical infrastructure, and urban areas in a green direction, low carbon emissions, and adapting to climate change climate change. The goal is that by 2050, at least 50% of new urban areas and 10% of urban areas will meet green urban criteria and low carbon emissions. Over 50% of projects with public investment meet green building criteria.<\/p>\n\n\n\n On July 22, 2022, the Government issued Decision 882\/QD-TTg approving the National Action Plan on green growth for the period 2021 – 2030, assigning specific work contents to each ministry and sector. The Government has also issued the Vietnam Construction Materials Development Strategy for the period 2021 – 2030 with an orientation to 2050. Accordingly, the Ministry of Construction will preside over and coordinate with relevant agencies to research and develop new types of environmentally friendly construction materials.<\/p>\n\n\n\n Vietnam’s eco-label program (Vietnam Green Label) is regulated by the Minister of Natural Resources and Environment in Decision No. 253\/QD-BTNMT dated March 5, 2009, and Circular No. 41\/2013\/TT-BTNMT regulating the order, procedures, and certification of eco-labels for environmentally friendly products. Attaching the Vietnam Green Label is a voluntary activity. Currently, the Vietnam Green Label program has built 17 sets of criteria for different product groups. The product group related to construction materials has developed 2 sets of standards: Coating products for construction – NXVN 11:2014 and construction ceramics – NSVN 05:2014.<\/p>\n\n\n\n Besides, domestic and foreign scientists are also actively researching and developing green materials:<\/p>\n\n\n\n Researchers in Vietnam have also had many promising results in the research on the production of developing materials, for example, “Research on the use of lime sludge waste from paper mills to produce unburnt bricks” in 2020 by Dr. Tong Ton Kien and his colleagues (University of Construction). This study utilizes lime sludge waste in the paper and pulp industry combined with other types of waste to create unburnt concrete bricks. Finally, this type of brick has a low cost; both the paper production and brick production processes minimize the environmental impact. According to the authors, it is completely possible to produce concrete bricks with grades 5 to 10 according to TCVN 6477:2016 on an industrial scale, from the above-mentioned types of waste. “Research on the production of high-fly ash concrete for construction structures” by Dr. Le Van Quang and colleagues (Institute of Construction Materials – Ministry of Construction) conducted, funded by the Department of Science and Technology of Ho Chi Minh City with more than 2.3 billion VND. By 2022, researchers had succeeded in manufacturing HVFC concrete using up to 80% fly ash instead of cement, helping to save natural resources and limit pollution. HVFC concrete has the necessary technical properties, meeting standards for durability, fast drying, shrinkage, elasticity, flexural strength, etc. The advantage is the ability to protect steel reinforcement from corrosion of HVFC concrete has superior results compared to conventional concrete at a price equivalent to that of common concrete on the market.<\/p>\n\n\n\n In addition to researching green material production trends, manufacturing equipment to improve green material production capacity is also a topic of interest to scientists. Task: “Research, design, and manufacture an unburnt brick pressing machine with automatic mold vibration and table vibration combined with a capacity of 100,000 QTC bricks\/shift” by Associate Professor, Dr. Nguyen Quoc Hung and his colleagues (Industrial University of Ho Chi Minh City) is an example. With a budget of more than 1.5 billion VND granted by the Department of Science and Technology of Ho Chi Minh City, by 2022, scientists have designed, manufactured, and successfully tested a press to shape unburnt bricks (type of bricks have 4 holes, size 8x8x18cm) according to the principle of mold vibration – table vibration combined with high stability, the productivity of about 100,000 bricks\/shift, operating on an automated and user-friendly platform. The advantage of the machine is the flexibility of installation based on its modular design, conveniently connecting to several existing feeding lines, instead of having to deploy a new production line. However, the biggest advantage is the investment cost is lower than that of imported concrete brick presses; and convenient maintenance and servicing capabilities, thereby helping businesses limit interruptions in the production process.<\/p>\n\n\n\n To implement the national goal of green growth according to Decision No. 1658\/QD-TTg and Vietnam’s commitment to the world to reduce greenhouse gases, the Institute of Construction Materials (a unit supporting the Ministry of Construction in researching product development, building standards, and policies for the construction materials manufacturing industry) has researched using waste as raw materials for construction materials production. Currently, the Institute of Construction Materials is also conducting research on major construction materials products: Building a database on product life cycle (LCA); Developing criteria for energy labeling and green labels; researching and developing energy consumption norms; Researching and developing greenhouse gas emission coefficient, MRV; Research and invest in building laboratories according to new product requirements.<\/p>\n\n\n\n The expectation for green materials development in the future is great and necessary to solve current environmental challenges. Green materials are materials that are produced, used, and recycled sustainably and have less impact on the environment than traditional materials. This is an important trend in the materials and construction industry and is also an indispensable part of the global effort to reduce the impact of humans on the ecosystem.
