Nh\u1eefng c\u0103ng th\u1eb3ng c\u1ee7a c\u00e1c h\u1ec7 th\u1ed1ng sinh th\u00e1i \u0111ang ph\u1ea3n \u00e1nh nh\u1eefng b\u1ea5t \u1ed5n trong c\u00e1c h\u1ec7 th\u1ed1ng x\u00e3 h\u1ed9i. Hi\u1ec7n nay, Vi\u1ec7t Nam \u0111ang l\u00e0 m\u1ed9t trong nh\u1eefng qu\u1ed1c gia c\u00f3 l\u1ee3i th\u1ebf v\u1ec1 ng\u00e0nh s\u1ea3n xu\u1ea5t n\u00f4ng nghi\u1ec7p nh\u01b0ng v\u1ec1 c\u0103n b\u1ea3n l\u1ea1i ch\u01b0a t\u1eadn d\u1ee5ng \u0111\u01b0\u1ee3c th\u1ebf m\u1ea1nh n\u00e0y. M\u1eb7c d\u00f9 l\u1ef1c l\u01b0\u1ee3ng lao \u0111\u1ed9ng trong l\u0129nh v\u1ef1c n\u00f4ng nghi\u1ec7p t\u01b0\u01a1ng \u0111\u1ed1i \u0111\u00f4ng (chi\u1ebfm 41,9% l\u1ef1c l\u01b0\u1ee3ng lao \u0111\u1ed9ng c\u1ea3 n\u01b0\u1edbc n\u0103m 2016)[6], nh\u01b0ng do tr\u00ecnh \u0111\u1ed9 lao \u0111\u1ed9ng h\u1ea1n ch\u1ebf, k\u1ef9 thu\u1eadt l\u1ea1c h\u1eadu d\u1eabn \u0111\u1ebfn n\u0103ng su\u1ea5t lao \u0111\u1ed9ng th\u1ea5p n\u00ean nh\u1eefng \u0111\u00f3ng g\u00f3p c\u1ee7a l\u0129nh v\u1ef1c n\u00f4ng nghi\u1ec7p v\u00e0o s\u1ef1 t\u0103ng tr\u01b0\u1edfng chung c\u1ee7a n\u1ec1n kinh t\u1ebf kh\u00f4ng nhi\u1ec1u v\u00e0 thi\u1ebfu b\u1ec1n v\u1eefng. N\u0103m 2016, m\u1ee9c t\u0103ng c\u1ee7a ng\u00e0nh n\u00f4ng nghi\u1ec7p ch\u1ec9 \u0111\u1ea1t 1,36%, th\u1ea5p h\u01a1n nhi\u1ec1u so v\u1edbi n\u0103m 2011; t\u1ef7 tr\u1ecdng \u0111\u00f3ng g\u00f3p c\u1ee7a ng\u00e0nh n\u00f4ng nghi\u1ec7p ch\u1ec9 chi\u1ebfm 16,32% trong c\u01a1 c\u1ea5u chung c\u1ee7a n\u1ec1n kinh t\u1ebf[7]. C\u00e1c ng\u00e0nh s\u1ea3n xu\u1ea5t c\u00f4ng nghi\u1ec7p v\u00e0 d\u1ecbch v\u1ee5 \u0111\u00e3 t\u1ea1o ra nh\u1eefng \u0111\u00f3ng g\u00f3p ch\u00ednh cho n\u1ec1n kinh t\u1ebf Vi\u1ec7t Nam. Climate change is a major threat to urban infrastructure and quality of life. Coastal areas are vulnerable to natural disasters, storms, floods, and sea level rise, increasing risks to residents\u2019 property, livelihoods, and urban infrastructure. On the other hand, the process of urbanization without a growth plan will negatively affect the current ecosystem, climate, and environment.<\/p>\n<p>For Vietnam and Southeast Asian countries (except for Singapore and Brunei), the double effects of climate change and the Covid-19 pandemic have had many negative impacts on agricultural production, requiring the industry to make appropriate adjustments to the economic, social and ecological conditions of each country and locality.<\/p>\n<p>According to the Human Development Report 2020 of the United Nations Development Program (UNDP), humanity is causing instability in systems on planet Earth. The stresses of ecological systems are reflecting instability in social systems. The imbalance of this system exacerbates the imbalance of other systems, creating enormous challenges for humans and life on Earth. Climate change and the Covid-19 pandemic are the result of human impact on natural systems and are returning to hindering humans.<\/p>\n<p>Socio-economic transformation (according to the previous theory) and socio-economic transformation (according to the current theory) are inseparable aspects to achieve sustainable development.<\/p>\n<p>The social-ecological theory has been developed to create knowledge that connects society and nature, thereby helping people to build a theoretical framework for the harmonious development between nature and society. Social-ecological transformation is a new development approach in which there is a shift of the social system, which is relatively separate from the natural system to a system that harmoniously integrates natural and social factors [1].<\/p>\n<p>In Vietnam, since the Eighth Congress (1996), the Communist Party of Vietnam has begun to set a goal for the strategy of building and developing social-economic development in the direction of &#8220;rapid economic growth, high efficiency and sustainability along with solving social problems, ensuring security, national defense, improving people&#8217;s lives\u2026&#8221;[2]. The social-economic development perspective in the direction of sustainability of Vietnam has been confirmed in the documents of the Ninth, Tenth, and Eleventh Congress, especially in the Social-economic Development Strategy 2011-2020, which is &#8220;rapid development associated with sustainable development, sustainable development is a cross-cutting requirement in the Strategy&#8221;[3]. At the 12th Party Congress, the view of building and developing the social-economic based on sustainable ecology was once again concretized by our Party through the strategy of &#8220;renewal of growth model&#8221;. Accordingly, the upcoming growth model effectively combines the development of breadth with depth, focusing on developing depth, and improving growth quality and competitiveness based on improving labor productivity, actively and intensively applying scientific and technological advances, improving the quality of human resources, promoting comparative advantages and proactively integrating into the world, developing rapidly and sustainably; harmoniously resolving between immediate and long-term goals; between economic growth and cultural development, realizing social progress and justice, environmental friendliness, and improving the people&#8217;s material and spiritual life&#8221;[4]. Beforehand, in the face of opportunities and challenges to develop the Vietnamese economy sustainably, as early as the mid-2000s, the Party and the State set out the strategy of &#8220;National Sustainable Development&#8221;. In 2012, the Prime Minister promulgated the Vietnam Sustainable Development Strategy for the period 2011-2020 in Decision No. 432\/QD-TTg, dated April 12, 2012. The strategy has identified the perspectives, objectives, priority directions for development in the next 10 years, groups of solutions, and sustainable development indicators to monitor and evaluate the country&#8217;s sustainable development process [5]. The above analysis shows that the selection of the sustainable development model for the social-economic economy by the Party and the State in the current period is an urgent and absolute necessity.<\/p>\n<p>However, due to many objective and subjective reasons, the social-economic development of Vietnam over the past time, besides important achievements, has been facing many challenges. In terms of the economy, by dint of the limitations of science and technology and the unimproved quality of the labor force, the level of production in Vietnam is still basically backward and unsustainable. This can be seen clearly in the agricultural sector. Vietnam is currently one of the countries with advantages in agricultural production but basically has not taken advantage of this advantage yet. Although the labor force in the agriculture sector is relatively large (accounting for 41.9% of the national labor force in 2016) [6], the contribution of the agricultural sector to the overall growth of the economy is not much and unsustainable due to limited labor skills, outdated technology leading to low labor productivity. In 2016, the increase of the agricultural sector was only 1.36%, much lower than in 2011; the contribution of the agricultural sector accounted for only 16.32% of the overall structure of the economy [7]. The manufacturing and service industries have been the main contributors to the Vietnamese economy. However, in fact, the growth of our country&#8217;s economy in recent years has relied mainly on the exploitation and export of raw resources. The industrial economic sectors with high sustainability such as financial services, transportation, tourism, and information technology have gradually developed but have not been solid yet.<\/p>\n<p><em>The issue of environmental protection in Vietnam is currently facing many risks and challenges.<\/em> <em>Due to the limited awareness of environmental protection issues <\/em><em>along <\/em><em>with the inadequate legal system, especially environmental legislation, we have inadvertently prioritized a less environmentally friendly mode of production and lifestyle over the years.<\/em> <em>This is one of the <\/em><em>chief<\/em><em> reasons why environmental protection in Vietnam still <\/em><em>faces many <\/em><em>difficult<\/em><em>ies<\/em><em>.<\/em> <em>All the above limitations and challenges show that <\/em><em>to<\/em><em> achieve the basic objectives in the strategy of building and developing a sustainable soci<\/em><em>al<\/em><em>-economic model in Vietnam, as analyzed, the following solutions need to be implemented simultaneously:<\/em><\/p>\n<p><em>\u00a0<\/em><\/p>\n<p><em>Firstly, continue to accelerate the &#8220;Green Growth Strategy&#8221; in Vietnam across all sectors of the economy<\/em>. To do so, it is necessary to restructure the economy and improve the institutions in the direction of encouraging economic sectors to effectively use natural resources with high added value and, limiting the progress towards the elimination of those sectors that waste natural resources and pollute the environment.<\/p>\n<p>In addition, it is vital to research, apply and widely update modern technologies in the country and the world to effectively use resources and be environmentally friendly. Furthermore, it is important to strengthen propaganda and encourage the role of economic sectors and people to actively participate in building a green economy at all times. Along with perfecting the policy and legal system, it is crucial to actively build an appropriate state management apparatus to manage and operate the green economy in all fields.<\/p>\n<p><em>Second, promote the sustainable strategy of management and environmental protection in Vietnam today<\/em>. In the immediate future, it is necessary to focus on controlling the discharge of projects that generate large amounts of water into the environment; forms of production that pollute the environment such as steelmaking, mineral extraction, thermal power, paper production, and textile dyeing; establishments causing serious environmental pollution, production facilities with outdated technology. Promoting propaganda to raise people&#8217;s awareness of the role and awareness of environmental protection is an absolute necessity. In the long term, it is fundamental to improve the legal system on environmental protection to ensure the development of a sustainable social-ecological model.<\/p>\n<p><em>Third, continue to build and improve the socialist rule of law to meet the requirements for socio-economic development in Vietnam today <\/em><em>based on <\/em><em>the sustainable ecological model.<\/em> It is essential to reform the Party&#8217;s leadership of the political system in the direction of strengthening the Party&#8217;s leadership over the political system and simultaneously creating a democratic mechanism to ensure that the political system functions effectively.<\/p>\n<p><em>Four, continue to reform and improve the socialist market economy in the direction of enhancing the role and legal status of economic sectors.<\/em> It is necessary to renovate the state management activities in the socialist-oriented market economy in the direction of prudence, professionalism, and democracy<em>.
